DESCRIPTION:NOTICE OF A PUBLIC HEARING \nJAMESTOWN CHARTER TOWNSHIP PLANNING COMMISSION \nTO:         CITIZENS AND RESIDENTS OF THE CHARTER TOWNSHIP OF JAMESTOWN\, OTTAWA COUNTY\, MICHIGAN. \nPLEASE TAKE NOTICE that on the 19th day of March\, 2024\, at 7:00p.m.\, local time\, a public hearing will be held by the Planning Commission of the Charter Township of Jamestown\, Ottawa County\, Michigan\, at the Jamestown Charter Township Hall\, 2380 Riley Street\, Hudsonville\, Michigan\, 49426\, to hear and consider amendments to revise Section 3.2J – Accessory Buildings\, Structures\, and Uses; revise Chapter 4 – Zoning Districts; revise Section 15.6E – Landscaping and Overall Site Design; add Chapter 16 – Village of Jamestown Overlay District; add Chapter 16A – Forest Grove Overlay District and; revise Section 26.4C5 – Off-Street Parking Areas to the Zoning Ordinance Text and Map of the Charter Township of Jamestown. \nSection 1 \nA text amendment to the Zoning Ordinance of the Charter Township of Jamestown by revising Section 3.2J – Accessory Buildings\, Structures\, and Uses. Section 3.2J – Accessory Buildings\, Structures\, and Uses shall be amended in its entirety to read as follows:  \nSection 3.2J – Accessory Buildings\, Structures\, and Uses \nEaves height: Detached garages and other residential or non-residential accessory buildings within the AR\, R-1\, R-2\, R-3 District are permitted to have an eaves height of sixteen (16) feet. The roof pitch of the accessory building shall not exceed the roof pitch of the principal building on the same Lot. The provisions of Section 3.23 shall govern the height of non-residential accessory buildings located in all C\, B/I and I-2 Districts\, as applicable. \nSection 2 \nA text amendment to the Zoning Ordinance of the Charter Township of Jamestown by revising Chapter 4 – Zoning Districts. The following is a summary of the amendment to Chapter 4 – Zoning Districts: \nChapter 4 – Zoning Districts \nThe proposed revision of Chapter 4 – Zoning Districts will add VJ – Village of Jamestown Overlay District and FG – Forest Grove Overlay District to identify the proposed overlay districts. \nSection 3 \nA text amendment to the Zoning Ordinance of the Charter Township of Jamestown by revising Section 15.6E – Landscaping and Overall Site Design. Section 15.6E – Landscaping and Overall Site Design shall be amended in its entirety to read as follows:  \nSection 15.6E – Landscaping and Overall Site Design \nRaised standard or rolled concrete curb shall be used throughout the parking lot and paved areas. \nSection 4 \nA Map and Text Amendment to revise the Zoning Ordinance of the Charter Township of Jamestown by adding Chapter 16 – Village of Jamestown Overlay District. The following is a summary of Chapter 16 – Village of Jamestown Overlay District. \nChapter 16 – Village of Jamestown Overlay District \nThe proposed addition of Chapter 16 – Village of Jamestown Overlay District will establish a Purpose subsection\, which outlines the basis on which the regulations are created; will establish an Applicability subsection\, which addresses the underlying zoning district and when the standards within the Village of Jamestown Overlay District or the underlying zoning district control; will establish a Residential Developments subsection\, which addresses design elements including density\, open space\, setbacks\, pedestrian pathways\, and parks or similar spaces for any Planned Development\, Open Space Preservation Project\, Plat\, Condominium\, or Site Condominium depending on its location in the Overlay District and; will establish a Commercial Developments subsection\, which addresses design elements for commercial uses including setbacks\, landscaping\, outdoor public amenity\, building height bonus\, uses\, signage\, parking\, and façade. The Zoning Map proposes to establish the Overlay District as shown on the draft map. \nSection 5 \nA Map and Text Amendment to revise the Zoning Ordinance of the Charter Township of Jamestown by adding Chapter 16A – Forest Grove Overlay District. The following is a summary of Chapter 16A – Forest Grove Overlay District. \nChapter 16A – Forest Grove Overlay District \nThe proposed addition of Chapter 16A – Forest Grove Overlay District will establish a Purpose subsection\, which outlines the basis on which the regulations are created; will establish an Applicability subsection\, which addresses the underlying zoning district and when the standards within the Forest Grove Overlay District or the underlying zoning district control; will establish a Residential Developments subsection\, which addresses design elements including density\, open space\, clustering of parcels\, pedestrian pathways\, and the location of residential accessory buildings and; will establish a Commercial Developments subsection\, which addresses design elements for commercial uses including setbacks\, landscaping\, signage\, parking\, and façade. The Zoning Map proposes to establish the Overlay District as shown on the draft map. \nSection 6 \nA text amendment to the Zoning Ordinance of the Charter Township of Jamestown by revising Section 26.4C5 – Off-Street Parking Areas. Section 26.4C5 – Off-Street Parking Areas shall be amended in its entirety to read as follows: \nSection 26.4C5 – Off-Street Parking Areas \nAll sites within the B-I\, I-2\, C-1\, C-2\, and C-3 Districts shall contain raised standard or rolled concrete curb throughout the parking lot and paved areas. \nSection 7 \nAny person interested in these matters may appear at such hearing in person or by agent or attorney.
